Dr Balalla graduated from the University of Peradeniya ,Sri Lanka with MBBS in 1980 and obtained a Master Degree in Occupational Medicine from National University of Singapore in 1992.

Dr Balalla has 32 years experience in Occupational Medicine/Health and Safety practice at international level. He has worked in Sri-Lanka, the Rep. of Seychelles, and Australia before bringing his expertise to Brunei.

He has been working in Brunei for the past 22 years, where he was the former Head of Occupational Health Division at the Ministry of Health. Subsequently he worked as an Occupational Health Specialist in Jerudong Park Medical Centre and currently working as an Occupational Medicine/ Health Specialist , in Kare Occupational Health Specialist clinic ,Brunei Darussalam.

He was also a member of the working group for the drafting of Workplace Safety and Health Order 2009 and Regulations, Brunei Darussalam.

He has published several articles related to occupational health and presented many papers at OSH conferences held locally and overseas.

He is a member of several groups such as the American College of Occupational and Environmental Medicine(ACOEM), International Commission on Occupational Health (ICOH), graduate member of Institution of Occupational Safety and Health (IOSH), UK and Specialist of International Institute of Risk and Safety Management(SIIRSM).
